So what were the causes of the Mexican War? The war was part of a process of territorial expansion over which Americans—and even more clearly their government—had relatively little control. Greed—or acquisitiveness, if one prefers—was part of the American character and could not easily have been checked by laws or moral exhortation, even if the United States government had wanted to.

No agency could have kept American citizens from moving into the loosely held Mexican borderland. Whatever Washington had done, it is likely that New Mexico and California would have taken the same course as Texas. American migration would have been followed by secession, demands for annexation, and eventual incorporation into the United States. No doubt war would have been part of the process.

The Mexican War, then, was in some ways almost inevitable. Had Mexico been a strong and stable country, Mexican-American relations would undoubtedly have taken a different turn. We cannot blame the victim for his misfortunes, but it is hard not to conclude that Mexico’s history, which found it after independence a poor, disorganized nation, racked periodically by violence, with a powerful, dynamic, and materialistic neighbor, was a crucial factor in its fate. A wise Mexican has observed: “Poor Mexico, so far from God, so near the United States!”

The joke, however, was on the Americans. At the war’s start Ralph Waldo Emerson predicted that the United States would conquer Mexico, but that the victory would “poison us.”
